Because the Repubclians sued to stop it from being full 100% and after Obama's second year, Republicans used the ACA and their Tea Party nonsense to win the House in 2010. Stopping Obama and the Democrats from being able to legislate for what ended up being the entire time Obama was in office.The ACA isn't universal healthcare. Under Obama, 30 million people remained uninsured. Millions more underinsured, and still, tens of thousands left bankrupt as a result of healthcare costs. That's what Biden supports.
There are no universal healthcare bills penned or cosponsored by establishment Democrats because they don't actually support universal healthcare
This is the problem that you pretend is not real, the Republicans have been actively stopping legislation not directly benefitting their demographic from passing.
To get universal coverage Obamacare is there now. It just takes Democrats being in office to plug the holes the Republicans have been spending trying to poke in it.
