I'd go with 3500 for cobs, full cycle. But 3000k is what most people WOULD recommend. Cfls are fine for seedlings. If probably get some of the led bulbs, (like a19) pop their diffuser caps off, in 4000/5000k. They are just a bit more efficient and last longer.
