Are 2700k cobs useful? I see most people use 3000-4000k for full cycle lights.
Yes they are useful. All Kelvin are useful in some capacity. A 2700k light just has a slightly more red spectrum than a 3000k.
Lower the kelvin rating the more red the spectum. Higher Kelvin rating has more blues.
For me I'm going to be making a 60% 4000k, 40% 1750k 24 cob setup, with added 660 nm diodes. My total Kelvin rating with everything on, in flower, will be closer to 2750k-2900k.
