Southern conservatives, both republican and democrat voted against the civil rights act, northern progressives, both republican and democrat voted for it.

Actually, enough money has been appropriated through passed legislation to build the wall/fence several times over. Over the years, they've simply chosen not to build it.

I do and it doesn't matter what it will cost, the funds are already allocated and ready to spend. They were "shelved" in an annual budget from years ago and never spent. It will cost us absolutely NOTHING to build it at this point. That's the beauty of progressive politics.
