I'ma have to check my dimmer. My 350R puts out no light at all on the first click. I'll have to pull it out during the dark period and check it. I measure the ppfd & calc the DLI anyway to set the intensity, and don't really pay any attention to what click the dimmer is on. YMMV

How many hours is your "day"? 12 hours, I presume? At 400 ppfd for 12 hours, DLI is only 17, which is way low for flower. Most guides say 35-40 for flower. So, if you increase light (dimmer?) the plant does what?

Question: does VPD matter when the lights are off? Do plants transpire when lights off? I've searched my ass off and can't find a definitive answer. I run a humidifier 24-7 to keep it in the good range, but do I really need it in the dark period? TIA

What DLI are you going for? I am vegging (day 28 ) dimmed to 500 umol, which, at 18 hours "on", is 32 mol/day DLI. Plant loves it.

If wood frame construction, just put some eye/hook screws into the wood joists (not just the sheetrock/drywall). Then use above strap, or some zip ties or small bungees to hang the duct. That's what I did. My $0.02.

A couple of 17W seedling heat mats powered thru the inkbird temp controller is all you need to warm up your seedlings, which we have not seen yet.

You wrote .08 kPa, not 0.8 (twice), so that's what I commented on. I'll leave further discourse to the more experienced, but 0.9 kPa is pretty fine for veg IMO.

Not sure what units you're using for VPA, my vegging plants are younger/smaller and I'm keeping them around 1.0 - 1.2 kPa, which translates to around 60% RH. Leaves are around 4 degrees cooler than room air temp at canopy. (30 DLI LED)

The choice of driver type depends primarily on the LED array circuit topology of the lamp or strip. It isn't really an arbitrary choice, even though sometimes both types will "work".
