Why did you turn the lights off in the first place? Yes, keep the lights on. If you're growing in soil you probably won't need to add nutes until flowering unless you start to notice nute deficiency or stunted growth.

You need a lot more light. That soft white bulb is probably worthless and you'll need many more CFL's for healthy plants. You need a good 50W(real watts, not equivalent) per square foot of grow space.

That's cool, but an airstone is still a good idea. It keeps your solution oxygenated and prevents it from going stagnant.

Sorry, but it's not clear to me what the difference is. Are we just talking distance here? If so, the closer the better, just be wary of temps. Too hot will obviously fry your plants.
