60-70 degrees is probably a bit too cold. A seedling needs a damp, warm and dark place to germinate. Try to keep the temp at around 80 degrees, keep it dark until they've sprouted and it must stay damp at all times. If that advice doesn't help, you may want to try germinating in paper towels...
