I recommend it.

Drooping is usually caused by underwatering or overwatering. However, the lower leaves on my plants are drooping... and its because there isn't enough light reaching them.

Theres no benefit from going 11/13. Might as well give your plants back their extra hour of light per day. 12/12 is the perfect amount of light/dark for flowering.

Plants usually preflower during veg (once they've reached maturity).

I've heard that electric companies will alert the police when there is a dramatic rise in electricity usage. It may not be enough to get a search warrant... but once the police have this information... they can and will watch your house and maybe even tap your phone. They'll probably follow...
