I'd highly suggest a switchable ballast or MH conversion bulb(which runs only on HPS ballasts, EYE Hortilux sells these).
You can grow an entire crop with that HPS, but vegetative growth will still suffer from the highly lacking blue/UV light. But it'd be better than a conventional HPS...
Cut them apart, remove as much dead root matter as possible(all of it, if you can). Try to leave as much of the female(s) root system intact as possible, and be gentle.
There are a bunch of soil microbes which eat complex compounds and excrete plant-soluble nutrients. They also eat bad microbes which can cause root rot, mold, etc. This is why organic growing is so beneficial, as the soil(typically from organic compost) is full of helpful microbes.

Magnetic ballasts have the greatest longevity(sometimes 20+ years), typically. While electronic and especially digital ballasts offer higher efficiency and claim to maintain the bulb's lumen output for a much longer time.
Shocking them to flower quicker is not always desirable(greater darkness periods can also cut the total maturation time, eg. 10/14), having a plant grow 'naturally' to full maturation would probably produce the best quality smoke, as it'll have a greater time to produce THC/CBN. Likely making...
I don't think there are any magic numbers.... As bulbs diminish in intensity a great deal over their lifetime(several years). Most give a range that starts with a minimum, and doubles to a 'maximum', as most bulbs will diminish in intensity by about half over their full life.
