An exhaust fan is usually more effective(if you only have one fan). You still need intake vents, but they do not need fans. It depends where the holes are. One in the ceiling, and one lower to the ground would create their own passive airflow.

You probably need a ballast(or two) for them. Hooking HID bulbs directly to household current will not work. In order for anyone to inform you about correct wiring it'd be best to know the exact fixtures you're working with.
