here's a quick link to your issue. In short, jumper the green to the black to signal the PS to power up.
I highly recommend just using an old dc adapter (1$ @ at thrift store) or a buying a 15$ molex powersupply though instead.
I have had great results flowering with 12.5w feit omni bulbs...got about a gram watt(no diffusers). That was running about 70 watts per square foot, growing short single cola plants. You're right though the cost of sockets makes the price jump a bit. I've since switched to cobs.

I think running a nice solid perpetual system depends alot on your ability to produce a steady supply of clones.

I wouldn't mess with it...it's important that the exhaust from your hotwater heater or heater goes outside your home...it's getting rid of poisonous carbon monoxide. There's most likely an easier, safer way.
If you realllly want to tap into it to remove additional exhaust, add a 'Y' pipe...

exactly what I was thinking. Plain and simple...if you don't have money for a proper setup you should just save up and wait till you can buy some proper equipment.
I recommend the ->wolfman zen diy carbon filter. I've used quite a few of them and they work great, are easy to make, and cheap.
You might need to double up on them and create dual exhausts if one won't cut it. I use them with cheap 80mm pc fans and I'd guess they can handle about 50w of heat...
