icd-10 is an elaborate excel spreadsheet which can only be used to classify "diseases" and group them together for epidemiologic statistical studies, not a diagnostic or treatment tool.

I don't think you are stating this the way you want because no, ICD10 is NOT for diagnosis, it's for coding. Doctor's diagnose, coders and billers rely on ICD10. If a dr gave a diagnosis of borderline social retardation, it's up to the billing department to match the code with the diagnosis. If the doctor happens to know the code, it makes it easier, but it's not mandatory.
