Romex does not need conduit, there is regular plastic/paper and underground<waterproof.. Depends on your code. Conduit would be the THHN or THWN <waterproof.

I was a factory electrician for years. Can jury rig just about anything. If you can use 220v fixtures that cuts the amps in half.
