Brownouts often coincide with surges right before or after, so yeah a surge protector can help protect your stuff. Mean Well HLG drivers have automatic input voltage compensation so a mild brownout will generally not affect them. They will keep right on chugging as long as the voltage stays above 90 volts or so, below that I think they just shut down.

You would want all four in series with that driver. Driver+to board1+, board1- to board2+, board2- to board3+, board3- to board4+, board4- to driver-.
You can easily do a strip build for that space. You could do the HLG 260 kit for around that price also.

Sorry, looking back at the question, it should actually be 4x qb120 boards in 3000k HLG 320h-2800a driver. That will run them at 69w each for you wired in series. That video should still help with a frame/accessories needed and how to wire the boards in series. Total price about $240-$245.
That's pushing the QB120s a bit more than HLG intended. I'd opt for a 4-pack of QB132s with an HLG-320H-36A.

So it does! Interesting. HLG used to list them at a max of 60w per board, without heatsinks (back when I bought mine). I don't see that driver listed though? I'd still go for the 132s though - same price, more diodes, higher capacity.
