You can begin feeding around 3 weeks or when the plant hits its 4-5th node. Don't start feeding full strength either.

Are you taking clones from a flowering mother? You probably shouldn't do that as all the plants could end up stressed and/or hermie. Clones don't need alot of light because you are trying to get them to take root not create more leaves. Personaly I would get some floro's or cfl's to clone with.

Try to use a different soil type other than Miracle Grow. Most of their soils have time-release ferts in them that can hurt your young seedlings. Not to be rude but you can't get anything out of that book that you can't find here. Plus other people's opinions are always helpful. What happens...
