Because it's the next best thing to flat white paint. Mylar is a bit more reflective, but kind of hard to work with. The black & white poly stuff is much better in that regard.
Looks like nute deficiency. Try doubling the PPM for a week or so. I believe the max suggested is around 1200(can't remember for sure)? Don't go that far, but around 700 should be ok. From that point, only increase PPM if your plants are responding well.
I've heard the same thing, but I don't know that there is concensus on exactly how much to use. You're probably better off sticking to proven methods like CFL or HID lights.
Put up some white poster board if you're too lazy to paint. I would suggest butcher paper, but that might pose more of a fire hazard than heavier card stock.
With present daylight, your plant will start flowering as soon as it's sexually mature. This can be delayed with 16 or more hours of daylight. You can veg it out until it's about 25-33% of your total desired final height(with enough daylight hours, that is), then switch to 12/12 to initiate...
No SOG for me, it just wouldn't work with my hydro system. It's a bucket based system and I can only squeeze 8 buckets in my tent. For best results, you should try to squeeze 2 plants per square foot. That's just not possible for me.

Outdoors is fine, the only question is if your local climate will allow it to flourish. What are your average daytime and night time temps and humidity? Also, how many hours of daylight are you getting?
