Wait until your plant is a few weeks into budding. Do whatever you want(sounds like you just want to do some cutting), but that's what I would do.

I would switch to 12/12 at 12", hopefully you'll end up with a 2 footer or slightly over.

It depends on how well your plants grow under those lights(you seem to have enough), and it would help to know a little more about the strain that you're growing. Sativa-dominant plants can stretch 3-4x after you switch to 12/12. Indica-dominant strains stretch about 100% or more. I don't know...

I sure hope so, but I have my doubts. The only way to tell for sure is to fire that light up for a few hours, sort of like a dry run. If your temps get hotter than 80 degrees you're going to need a more agressive cooling plan. Another thing, try and take the temperature about 2ft from the bulb...

What kind of ventilation will you be using? That 1000W light is going to get hot as hell in such a small space. I would think a Cool Tube or another air-cooled hood is an absolute must.

When I'm forced to ration between harvests(like now) I only smoke an eighth per week. When bud is plentiful I smoke 2-3x that per week. I'll be getting a vaporizer in a couple of months so I'm hoping to conserve even more bud.

You didn't say how much vertical space you actually have. Figure out what the optimal plant size is for your space. I believe Arjans Haze is mostly sativa, so you can realistically expect your plants to triple in height after you switch to 12/12. If you start at 12" tall you have to ask yourself...
