One 400W HPS would be sufficient if you ask me. Quite remarkable that you don't have heat issues now running both. Either way, you're wasting electricity. About 50W per square foot of grow space is usually plenty of light.

Dedicated bulbs would be best. Dual spectrum are mostly for people that only use one grow chamber and don't want to buy separate bulbs.

As I said, I use a 600W light. I use a decent inline fan with a cool tube to vent heat because that bulb gets super hot.

You're smoking 3/4 of an ounce every week. One 3-4' plant will give you around 1-2 ounces(+/-) indoors, even better outdoors with supercropping.

3x3 should have a 400W light in my opinion. I use a 600 in a 3.3x3.3 tent, just for context. SCROG is rather cumbersome. Look into supercropping. Look it up on Youtube.

Some people feel that inorganic ferts affect taste and smoothness. I find that plants are more forgiving of organic ferts. It's a lot easier to burn your plants with chemical ferts.
