Don't set up a grow in a room with a window visible from the street or by looking over a fence. You want any hot rooms out of sight from someone creeping outside with an infrared camera. Other than that, you seem to have a good plan so far.

You might want to look into a bubbleponics/DWC system. Personally, I would rather tend to seedlings myself. I hand water for the first two weeks, then transplant to hydro after that.

Heat and dehydration likely killed those seedlings before, not too much light. Watch your temps and adjust your setup if the need arises.
