No worries, they go through much, much worse than that and do fine.

Just a lil update. My temps with the lights on have been 70-73, not acceptable with the lights on for me. The humidity was at 20% as well so I brought in the ole humidifyer to raise the temps and humidity. Both are currently at... ... 37% and still 73 degrees. Not too worried about then low temp...

The thing about just planting a seed, is u really don't know if it'll grow till it pops up above ground. That's why I do the old paper towell method, but regardless, as long as u got a good bean in there, and u keep it moist, NOT WET, itshould come up. A foot tall sounds big to be transplanting...

u can flower whenever u want and it doesn't hurt the potency far as i know. I always flower mine when theyre a foot tall, cuz they double in size when flowering and I can only accommodate a 2-21/2ft. plant in the end, but bushy as shit though. Anywhay, there's a couple things I'd suggest doing...

I wouldn't use snow or rain, distilled water only. think of all the pollution in ur city, that all gets strpped out of the air by rain and snow, its gonna be in the water too.
