Uhm, lower wattage CFLs are higher efficiency, FYI. I'm growing 8 plants on around 200 watts of CFLs(23-26 watts, 6500k and 2700K mixed 50/50). I have some plants under 6500k exclusively, they don't seem to be flowering even with 12/12. Kinda lame. I need more 2700k I guess.

10-15 holes? That's a lot. I usually use 3/8th drill bit and drill 5 holes(max). Works fine. Sometimes I have to place towels to soak up the drainage. It's lame.
