I don't change a thing for watering my drip system runs up to the day I harvest and no problems, they dry a little too quickly if I let them go without water before harvest but I live in a very dry climate.

I use meanwell drivers, one hlg-185h-c1400 powers 4 cobs @ 50 watts a piece so the estimated power draw is 600 watts since I have 12 cobs. These things do a great job and my 12 3070's cover a 52"x52" space very well.
I have basically this same build but only 12 cobs, not 16 and the total cost was around $1200 so I would say this is a fair estimate
