    They do have machining services. They cut to your desired length for free, but I don't know about drilling and tapping cost. The Samsung strips don't have mounting holes anyway, they have semicircles notches cut in the edges for mounting. I just glue them down with JB Weld epoxy.

    That chart just shows the reduction in light output in relation to temperature normalized at 25C. There is a lot more math involved in calculating heat generated. But I would work from an estimate of 40/60 light/heat at 80 watts. Cobkits could probably give you a closer estimate. The 8 x 7.984...

    A COB running at 80% efficiency? - not on your life. Realistic efficiencies are more in the range of 35-55%. At 80W I'd hazard to guess those cobs are running in the 40-45% efficiency range. By 8" x 8" - do you mean you need 64 square inches of surface area?

    0.7 inch actually. They fit nicely on the Heatsink USA .601 profile that costs about ~$1 per foot.

    A lot depends on how many plants you are starting. If you are starting a lot of seedlings at once, then T5 makes sense. OTOH, if you're just starting a few seeds, like three or less, you can just use one or two 14W LED light bulbs for the first 2 weeks.
