Like Phillip said, store the unused seeds in a cool dark place. If you plan on storing for long term, then wrap them up in freezer bags and store in the freezer. I had my WW in storage for 2 years and they germed like a charm.

Your temps sound perfect, but do you have the lights close to the plant? Also, give the rest of the soil a chance to dry out first, not just the top soil.

You should buy a PH meter if you want to grow seriously. Your PH at 8.5 isn't going to help, and bottled water will get expensive. In the long run, a PH meter will pay for itself.

Your 3x5 tent will work perfectly with a 400w MH/HPS. I am running an HTG 400w MH/HPS currently in a 4x4 tent. Although I plan on updating my light to a 600w digital ballast. I would only get a 600w light if you are planning on expanding your grow, you you may decide to do in the future.
Well, for starters, obviously an indoor grow is going to be different than an outdoor grow. IMO, I wouldn't plant 2 plants in a 6.3 gallon pot. I use 5 gallon pots for all of my grows and only one plant goes in each pot. As far as your soil idea, I really can't say for sure if it would work. But...
I would start in soil if this is your first grow. It's a lot easier and less upkeep than hydro. If you want to keep the noise down, then get a muffler and a carbon filter for the smell. You will have to place your carbon filter on the outside of the dresser though.

Huh, I never thought it could be tent related. The one plant that is thriving is the one that is directly below my carbon filter, while the plant that is not doing well is about a foot away. Should I try and switch the plants in the room? Do you think that will make a difference?
