I really think you have too much perlite. I would start over with a different soil, and just use it straight from the bag.

The seedling stage last for 2 weeks, and then you can consider it in veg. It's also best not to feed your plant for the first 3 weeks of it's life, which means you would start feeding in the second week of veg. Good luck.

I always veg under 24/0 light schedule. You will get 30% faster growth when you veg under that schedule. You can veg for 3-4 weeks and then flip them to flower. It really depends on the height too.

A plant doesn't really need any nutes for the first 3 weeks of it's life, so don't feed anymore. A 60w light will be fine but soon enough you will have to switch over to a stronger light.

Oh yeah, the HTG fans are loud as all get out. But I have paired mine with a Variac to reduce the noise. You could also get a duct muffler too.

You can also use an oscillating fan to help strengthen the stem once you rebury the seedling.

Thanks, for the advice. +rep. I know it's not the PH because I always balance to 6.5-7.0. But I think you may be on the right track with a salt build up from the nutes. I am planning on giving it a flush today with Sledgehammer. Hopefully that will help out.

I live in a 1 bedroom condo and I am growing 2 WW. Believe you me, it is going to smell. Do yourself a favor and get a carbon filter and a fan. I recommend the Phresh Filter. It works great and won't break the bank.

That is some great info about having to supplement the WW with cal/mag right away when I flip. +rep...I will keep that in mind for my future WW grows. I am actually going to flower these until about 10 weeks, so I have 3 more weeks to go. I will cut off the feeding after the 8th week is done...

Yep, I would also move your light closer to about 2" away if you are using a CFL. Did you rebury up to the cotyledon?
