is the "swirly halogen" bulb youre referring to a CFL or is it really a halogen light? halogen lights arent used for growing and the plant wont grow at all, it will stretch until it falls over and dies which is what your plant looks like its doing. just grab some cfls (daylight AKA 5600K type)...

Im feeding my plants every time i water, but sometimes between waterings I notice they look hungry and have some light green color going on so I foliar feed them with the same strength ppm as when i water them. Anyone else use this technique?
