You can but cfls don't penetrate the canopies very well so getting lower wattage spread around the plant is more effective.

i also veg with cfls. the key is the color. you want 5600k cfls for vegging. those are the brighter, more pure white/blue lights. and if i read you correctly for 4 plants you should be good using a total of 250-300 watts for veg. so id pick up the amount of 23 watters or 40 watters that would...
