Ok I'll bite. The reason for the response is your ludicrous response. You are telling the poster, who is acting like a rational adult, to go break the law and STEAL A DOG! Best of all steal a dog that is big and will bite because it hasn't had good treatment so is probably not well-balanced after the non-socialization. Pit bulls are often tortured just like this to make them better fighting dogs.
If you value your life you do not walk into someone else's curtainment and steal their stuff. Especially stuff that will defend itself until the cops arrive and take, what is left of you, after the dog's owners and dog itself get done into custody.
You impune the OP's manhood because he has the brains to act like a rational adult? That is the reason for the post. I tried to handle it with humor. But I can be direct since you asked.

I've dealt with barking dogs from ignorant neighbors forever it seems. Bought some land built a house and now have a new neighbor with a 9 month old hound who barks all fuckin day! Buy an Acme dog whistle. About 20 bucks. Works well up to 200 yards on large breeds. When you are going to be home for a few hours wait till the dog barks. Give a short 2 second blow. Then wait till he barks again. Which he will. If you can see him even better. See how he reacts. Once he barks again give a harder and longer one. Wait and see how he reacts. If next time he barks less give less. Train him yourself. Best to do this when they aren't around. If he's a total asshole after the second attempt blow as long and hard as you can. That should chill him. Every bark hit the whistle. Timing is crucial! It's worked about 80% of the time for me. If that doesn't work call the dog warden and say you want to be kept anonymous.

I'm with you man, animals shouldn't be caged up like that, that's bullshit. Still sounds hoarse as fuck too. How can somebody just dismiss sympathy like that, they have to to keep it in that kind of condition.. I'm going to snap some pictures of it tomorrow to show you guys what I'm talking about..This thread is breaking my heart

The owner died in their lazy-boy chair 4 days ago. That's what the dog is saying, " Help, give me a drink of water, I'm dying too and nobody is coming to my rescue.". hope not!!

I used to live in a neighborhood where English was only spoken by the Children - if you want to communicate or be friends, it will only happen through the elementary age children.
It sounds like you live in a city. Don't bother calling anyone they won't come. And if they do, yes, it will be killed! Especially if it is a Pitt? Either way, it will be classified badly due to it's environment and even the Humane Society Kills...
Where I live when not in a cave near Pakistan, we have these nice pigs who come around after 10pm if your neighbor calls and asks them because you are loud. You also cannot say, build a roof before 7am. I also saw a very whacked case sitting in Walk In Court involving a guy having to choose between his dog and moving... if you wanna be a snitch go noise ordinance for any results.
My advice is to steal it and find a Local Rescue meant to save lives, there are tons everywhere just Search Dog Rescues and Your City or call a Local Pet Store, I used to manage one is how I feel I have some authority on the issue, they are usually staffed by Huge Pet Lovers and will know how to help. Stealing it is unreasonable. I have a tiny ass dog that would most likely instantly be killed if I were to bring it into my yard. Not to mention it's a full grown pitt, probably weighs 80-120lbs and I have a 6' tall wall between each yard. I doubt I'd be able to carry it anywhere.
This motherfucker just needs a better place to stay, a bigger yard with better owners.. I heard it crybarking a while ago...

I got it! It's not ideal as you will need to do it every night but could you slip it a hotdog with benedryl in it? The Vet has me give them to my Golden for allergies and only 2 will knock him out! Or you could always OD him on weed?

When I rented a shack in the ghetto, had a dog chained up to my back fence line from property behind, hell I loved the free security, it didn't bark much but they fed it w these old gallon wht ice cream buckets and dozens of them would blow around in my yard. now I have to deal with wildlife in the country, different kinds of beasts.

My dogs do this to from time to time all it takes is to go out there and spend some time with them.

Think of it more as Rescuing and those Rescues/PetStores will help... uh, I stole my Golden and
who thinks I was wrong! I LOVE Pitts and 2nd all that! It is exactly why I meant No to Animal Control!

I know those pups, I have been trying not to say anything construed as anything but Observation not stereotype, it Is Culture, Learned, not a Trait, it is just some cultures only think of pups as guard dogs, they themselves come from conditions worse than most of our pets for sure and do not understand the relationship we have with out pets because they lack that experience, they only know the chain it up on your porch with The shortest chain possible But they Always do leave them well fed and watered it is culture, However little girls in Africa get cut down there all slashed to pieces every day and That sure don't make it right, as I was saying
