I'd very much like to see the US enact something similar, paid for by taxes on gun purchases and licensing fees.

It is not the laws or the regulations. Any nut job here in Canada can get their hands on a gun pretty easily. Especially thanks to all the illegal firearms that have flooded in from US.
It has much more to do with the culture of a society .
As a Canadian it blows my mind that this is even being argued about in America. When are any of your guns gonna finally be used to keep tyrants out of the whitehouse?
From my Canadian stand point, and the past several decades of American history, it very much looks like they are of little use other then killing civilians and making smalldicked losers feel an extra inch or two.
It is actually just sad and pathetic. Not heroic, strong, or free.

The 1st says it. The 2nd protects your right to say it.

Soldiers and police love them some guns and they are far from the same political spectrum of those who would seek to ban certain firearms.

The government cant use the military to enforce. The UN isnt coming. County Sheriffs will tell the feds to fuck off. This will be a civilian issue or no issue at all.
