If you pay attention to the underlined/bolded parts, it seems that Hitler hadn't been a candidate since the early 1920's at the latest (if "assumed control" means he won an election) to a party that "would deny citizenship to Jews or those of Jewish descent" way back in the 1920's, 13 years before being appointed (not elected) chancellor.

"Candidate" Hitler never had to propose the historically proven Jewish agenda (outside of Mein Kampf in 1924-25) because it was BAKED INTO any political party he was a member of since at least 1924.
