The CXB3590 is a more efficient light engine that the CXB3070, but does cost more.
The difference in price is marginal compared to the energy savings to get the same lumens/par watts.

DB is the brand new bin, 1000 lumens/watt better than CD. Should be available just about anytime.You got the wrong cob with the wrong bin.
CXB3590 BB don't exist to my knowledge, and would be terrible in comparison to a CD, which is what I think you are looking for.
(CD is the top bon for cxb3590 in 3500K spectrum, BB is for 3070).
