designer analogs of various substances (the OP's is Designer Benzedrine)
i for one dont care much for pills, and havent used em since the 80's, but the drugs in question aint illegal, and thus are legal.
but back in the late 80's i went to a lot of parties in LA featuring "fruit salad" and i dont even remember what happened next.

Theirs something called the analog act. ---The Federal Analogue Act, 21 U.S.C. § 813, is a section of the United States Controlled Substances Act passed in 1986 which allowed any chemical "substantially similar" to a controlled substance listed in Schedule I or II to be treated as if it were also listed in those schedules, but only if intended for human consumption. These similar substances are often called designer drugs.
Which gives them a wide interpetion of the law
+ dealing with customs which plays by a whole different set of 'laws'
They can reject shipments just becouse they have a limp d**k for the sender
