He said "If the government wants to treat women...."
His point is that the government is treating women like they are too stupid or incapable of obtaining birth control for themselves and thus the government needs to step in and do it for them and that women everywhere should be offended.
Of course, if you listen to the commentary rather than what he actually said you would have a different opinion...

i've heard that same sentiment echoed about blacks and civil rights, so i do not want to compare the two directly.
but the attitude expressed therein is pervasive in conservative thought.
suppose we decentralize that which counts as medicine, so that each state can decide what counts as medicine versus abortion.
i guarantee that the map would look about the same as gay rights in the workplace. the result would be more unplanned pregnancies in those red states that hate gay rights and birth control. more unplanned pregnancies means more abortions, more unwanted children, and more cost on your health insurance. a $7,000 pregnancy is much more expensive than a $5 box of pills.
your rights end where they cause harm to others. when you make it tougher for others to obtain medicine they need based on misogyny, you are harming others. when you make others pay more for health insurance based on misogyny, you are harming others financially.
those poor, defenseless women though. amirite?
