White stuff on block what is?

Is it hard and crunchy? Thats perlite.

If it's soft and mushy then it could be a form of mycelium.

What are the lumps of brown sugar looking like crap?

Its soft and mushy I would guess either the captain jack or the raw microbes? Using hgv as well
 
Pull some of the white stuff off the soil and let it dry out on a piece of paper or plate. When it's dry see if it's crunchy. It really looks like perlite that just floated to the top during waterings.
 
Seriously though, is that brown sugar top dress? That will attract ants and they like to farm aphids.
