My guess is perlite dust.

Are you using Fox Farm nutes? Maybe heavy salt deposits from feeding at full strength?

Is it hard and crunchy? Thats perlite.

If it's soft and mushy then it could be a form of mycelium.

Its soft and mushy I would guess either the captain jack or the raw microbes? Using hgv as well

Pull some of the white stuff off the soil and let it dry out on a piece of paper or plate. When it's dry see if it's crunchy. It really looks like perlite that just floated to the top during waterings.

It could be a saprophytic fungus, that isn't a bad thing at all.

Its humic acid. Good to note about the aphids we have some now thanks to a few "new" clones...

Always quarantine clones from outside sources.
