When to transplant (with pics) please HELP!

When is a good time to transplant this little bugger? It popped up on it's own, but it's in a bad spot. Is it strong enough for me to move it?

Will it be shocked? It's not even in good soil just sand. I bet it would pop up more if it had some nutrients.

Also, by the looks of it I think it's female- can any one back it up?
It's only about 3 in tall.

you have trichromes and red hairs already on that little bud but you can transplant it IF your are very VERY carful not to disturb the roots.

Damn 3 inches and budding? I would suggest you re-veg it by putting it back into 18/6 lighting hours. Go ahead and transplant put be as careful as you can as to not destroy any roots. Good luck.
