There is no way we can get to all of them in a way that prevents their being used. If we decapitate the Russian state and military, one missile sub could launch a fuck-you strike at metropolitan targets. I suspect that nuclear ground forces have dead-man authorization to send the missiles on their own if command and control disappear. In the shape that they are in financially right now, there is no way they could recover from the retaliatory actions that NATO would employ.
They would collapse, and the many ethnic states that they have been abusing for decades would make sure that the imperialist russian state would never come back.
Of course, NATO would have to have a massive ground assault ready, to occupy EVERY known missile site in the entire country, and neutralize them, before confiscating them. No fucking way could we leave that shit behind for every petty voevod and warlord to use as blackmail or terrorist material.
