They are protesting the shut down that they wanted
The administration has a lot of discretion over the shutdown. Putting up gates and surrounding open air memorials with guards, for example is senseless and vindictive; as is shutting down web sites when they literally cost almost nothing to run.
Every administration faced with a shut down attempts to create political pressure by doing unnecessary things to encourage its reversal.

That's the point. If you're going to barricade it and have guards around it, you might as well leave it open and leave the guards in their original places. Barricading and closing the monument is just a vindictive political act.
