Concurrently find and build ICU capacity.

Do not waive regulations, work to shorten time to meet them.
Do Not flood ICUs with untested and unfamiliar equipment.

I'd throw money at this problem. Overspend but include funds for testing and independent inspectors. I'd also look at more than just GM/Ventec. I'd also find another partnership between a large manufacturer with an established maker of a well known and proven ventilator.

For very severe cases ventilators won’t work because of fluid in the alveoli (air sacs), these people need ECMO, we have 5 in the UK

I'm guessing that you've been following Boris's outside the box thinking about supplying UK with ventilators?

It's serious business and so I'm not making light of it. Some around here are saying it's no big deal, just do it. Myself, when I saw what Boris was talking about (not different from Trump, BTW) is he's just blowing a smoke screen.
