Petrified after 10 days

1)10 days

2) Outdour grow
3) Watering half a cup every two days or day and a half of tap water (can't check ph)
4) Growing in soil (Not sure about the quality of it)
5) Vegetative Stage

This is an auto seed from Royal Queen Seeds: ROYAL AK AUTOMATIC

The germination was quite fast, when the first fake leaves showed I noticed they were a bit short but I do not know if this is just my opinion (this is my first grow ever).
Now it has been 10 days and I see the small true leaves are the same like 4 days ago, maybe just a big bigger but almost nothing. I think it has stopped growing and I do not why, I think the soil is maybe not good quality. I have not added any kind of nutrients yet, but I dont know if I should, it looks so small that I do not want to burn it.
I have a 3:1:2 ratio fertilizer here and I was thinking to use it, I don't really know.

What can I do?

Ist off your soil needs to be of good quality, go to Home Depot if needed
2nd, your not watering effectively, moisten ALL the soil, not just the plant (water until runoff, and then water again when the pot is light)
3rd thing is be really careful with that plant being outdoors, it's very small and needs protection.
4th thing is it's late to grow now in North America. Where do you live?
5th thing is that yes, a lite nute mix is ok, if u don't have access to real nutes, Miracle Grow will work
Good luck and have fun :)

Thank you so much for your help. Ok ok I understand. I am right now living in the tropics where there is a constant temperature between 20 C° and 28 C° day and night so I think it should be ok, it's a bit too humid, but well...
Are you sure about the nutrients? I am afraid it might be too small yet, I think I would use then 1/4 of the recommended solution.

Thanks for your reply!

I wouldn't be giving it any nutrients just yet. They have enough in the seed for about 14 days and there will be enough in whatever soil you bought for another two weeks. Just sit back, water sparingly and relax for a couple weeks. Be patient and don't over think it.
