Smokers already pay huge taxes (300% or more) on their cigarettes. They more than pay for their added medical bills, but those taxes do not go to their care. Instead, it goes to other beneficiaries. Pot smokers don't pay any penalty for their self-inflicted damage to their lungs, but I don't see you advocating charging them more. Would you charge more for people who live in cities with dirty air, like LA? Charge more for people living in Chicago, the murder capital of the USA? How would you allocate all these extra charges? Who would make these decisions?
