Have you had mites? Not saying it is but you probably won’t see them with naked eye easily

I've had spider mites before. I know to notice those by the white specs on leaves (leaf discoloration) and webbing in later stages. That's the only kind of mite I've had and I used habanero spray to take care of them. I'll hit them with some habanero incase it is. I just can't see it being mites and the other 3 plants looking healthy.

They are nearly impossible to see due to their tiny size ….. they lay eggs inside of plant and are extremely hard to get rid of.
With broad mites or russet mites, the new growth may be twisted, blistered and "wet" looking. If your plant is flowering the buds may turn brown and die. If you are planning to “ treat “ …. Treat everything. Read the labels of products - make sure it states broad or russet mites. Standard mite sprays will not work .

Also be open to trashing any and all infected plants - as you may not be able to control it. Once infestations spread up your plants, it is almost impossible to save these plants. Don’t hesitate to discard entire plants, even if they are not entirely affected. While you are treating affected plants, the mites are hurriedly spreading to others. Prevent spreading mites. Discard infested plants in plastic bags and dispose of them in sealed garbage containers. Some growers have to resort to sterilizing their soils too - steam or heat.

Repeat treatments weekly for 5 more weeks AFTER your mites are gone – AFTER you think broad or Hemp Russet mites are completely gone, don't stop! This is why it may be a losing battle ….

Either way - you will have to do a full cleanup ( bleach / water ) of grow area.
