Lights too low?

My friend saying my lights to low they 400watt hps Vivosun bulbs 1 metal Halie 400watt and a Morsen 1200watt series led like 290 from wall plants seem happy caked in trichs only thing I seen are the older leave have arched permanently still light green I have 9 plants in total no reflectors and can lightly feel heat from bulbs above buds

How did that morsen 1200w led get on? ive just got one reading very mixed reviews
