Obviously the only people that CAN consent are those who HAVE and are CAPABLE of giving consent. That age is not constant, but generally speaking the older an individual is, the more likely they will have attained the wherewithal to consent.And you still said with crystal clearity that certain underage minors can consent to having sex depending on what 'plantation' they came from, remember?

If the age of majority is 16 in one state, (plantation) but is 17 or 18 etc. on another plantation, the law doesn't magically deny or confer the individuals ability to consent, if they move from one place to another
