is this normal

I have 4 plant, 3 are well into flowing, maybe only 2 weeks left before cutting, but one plant is way behide the others,
its a white widow, I think I took to many cutting when she was in veg state,
I can see buds under the mas of leaves, but it looks like it has a long way to go before cutting, they have been on 12/12 for 8 weeks, grown in soil, my nuts are Ionic bloom and Ionic boost
is this normal for it to grow like this. the last photo is one of the three plants that are almost ready

Looks to me, like it got too much nitrogen during flowering.

Thanks for your help, how do I get rid of the nitrogen.

My light is a 400 watt grow light
