Lowryder autoflower might be something to look into. I think they stay small like that.

most autos will stay this small if you leave them in a small container. You can do it with clones too but they need to be flowered at 3-4" tall.

Using mostly blue light helps keep them from stretching.
Going easy on phosphorus during veg also helps.
