I would also suggest the paper towel method as stated above but i never put mine by any light i just put it in a paper towel and then in a glad tuberware container (plastic bag will work just the same) then i just throw it in a dark cabinet. The seed has no need for any light since there are no leaves to absorb the light so the light being on doesnt matter at all. The only reason i dont put it on under a light and suggest you dont is becasue it will just run the electric bill up having the lights on for however many days it takes to germinate. Your using CFLS so they barley run the electric bill up but hey 1 dollar goes a long way lol. The light wont hurt at all its just a waste of electirc. Other than that follow what he said 100% and you should be good to go!!

Right on. Setup looks pretty good to me. Should work fine. You want to shoot for 4k-10k lumens/sqft. I think you are at 8.5 k total roughly. 3x3 growspace ya? =9 sqft
So you are at less then 1k/sqft which will prob slow growth.
I use cfl's as well in a cabinet (stealth grow cab). If you want to check out my setup your more then welcome.
As far as germination the jiffy pellets have a low germination rate, like 50 %.
Try the paper towel method next time perhaps. 1 sheet paper towel, seed in the middle spray the towel so its all damn but not dripping wet, fold it up gently, just don't make it to tight in there. Stick the paper towel inside a ziplock bag. Spray just a little water on the inside of the bag, this will keep it nice and humid in your ziplock baggy incubator. Place the baggie under a kitchen towel under your lights. Leave an empty end of the bag exposed to the light.
When the taproot grows out a half inch or so place the seed gently into soil just barely under the surface with taproot pointed up. Wet the soil ahead of time and spray the dirt you place on top of the seed.
Things to remember about germinating:
100% humidity is best
no or very little light
paper towel method rocks 3 for 3 with shitty bagseed last time

Thanks for the advice guys, i might try that if this doesnt give me enough taps. So today i looked into my jiffys and saw that one is starting to sprout! but its only one. im gonna give them another day or so but if they dont take then im gonna go the paper towel method. ps are the seeds i planted still good or no? as in can they be transplanted? just curious.

I just do it how I do it to provide maximum benefit to the germinating seeds.
They like:
warm temps -78 to 82ish my box stays in that range
High humidity, like 100% - the inside of the bag being moist and a portion of it being exposed to the light creates high humidity
No/very little light - so I cover almost all the bag with a kitchen towel

Also my box is already running anyway so thats why I do it in there.

Second best options to that are:
On top of your DVR receiver. Feel the top and sides. See where it is warm/where the exhaust fans are blowing out. Stick the ziplock bag prepared the same way on top of the warm part of the dvr with the top (empty part) of the bag hanging over the side or back (right in front of the exhaust)
In an air tight light proofed glass jar on top of your hot water heater...not as effective
Anywhere that stays or can stay warm, near 80

You can give them up to like 14 days if you want. As far as if they are still viable..I would say if you do end up pulling them out...if they haven't sprouted taproots yet then they should work. Even if the taproot is just poking out a little...if you are super careful in removing it from the soil...like using tweezers then it might still work.

If the seeds didnt germinate i dont know if they will. Who knows they might of just not popped becasue they didnt like the conditions. If some dont pop in the jiffy pellets it wouldnt hurt to take them out and do the paper towel method with them. Worst thing that happens is they dont pop again and there garbage lol. Who knows tho you might put them in the paper towel and get them to sprout. Hopefully we wont have to try that and find out if it will work becasue hopefully they will all sprout up and out from those jiffy pellets anytime now!!

yea, im gonna try that next time i guess. idk i just heard a lot of mixed results on the paper towel method.
If you don't want to do paper towel method for what ever reason then go with rockwool...rockwool has been quoted at 90% germ rate compared to 50% for jiffy pucks or similar peat products. If you do use rockwool read up on it...you have to soak it in a specific way to correct its natural ph. I think you have to PH Down it, don't quote me on that since I dont use rockwool. I read alot about it and almost went that route but then read alot of ppl said just use paper towel method. I think its the most widely accepted germinating method. If you were to use the jiffy pucks or rockwool in the future many people have had greater success soaking the seeds in a cup of water until they sink. Then put them in the grow medium.

UPDATE TO AN OLD POST.....3k lumens/sqft should be fine. I got 4-10k off a post some time ago...ppl seemed to agree but it seems excesive...I rock 5kish/sqft

3-6 k is the suggested amount. Under 3k and the plants will grow slower. Over 6k is good but starts to get overkill. Yes the more light the better but a plant can only take up so much light. 6k would be awesome but 3k will do just fine. 10k and they will get on their knees and love you long time lol

Well, it's now day 6 and I went in to check on the babies and noticed that one was standing straight up and the another one was still stuck under the soil a wee bit. I also cracked the others for shits and giggles and noticed that at least 2 more should be cracking. That would bring me to my ideal amount of 4 plants. I've attached some pics that I took earlier today.

So I'm wondering if they're ready to be transplanted or should I wait for the rest to sprout?

Yea, thats what I'm gonna do, but I am starting it on the 18/6 schedule tomorrow starting in the a.m. (or I should say later today lol). I'm only gonna have 3-14w CFL's on it for now and then when I transplant I'll add more. I think I'll transplant when it gets its first node and it'll be into 1Gallon pots. That sound ok?

I wouldn't bother with the ones.... go straight to 3's....

I have done all ways.... into ones from liners...into three's from liners, and seed started right in three's .... It all works. Think about it.... outside a seed is going into the entire Earth... no containment what so ever.... weed is such an aggressive grower.... there is no difference.
