Comey explained exactly why they said Trump wasn't under investigation. He wasn't. Russian interference in the U.S. Election was under investigation. Trump is a part of that investigation. So, literally speaking, no. Trump HIMSELF as A TARGET OF ONE CRIME is not under investigation. But he is as part of the entire Russian interference investigation.
Now, should that investigation unearth other information that suggest other criminal activity on Trump's part alone, then you will see a release that Trump himself is under investigation.
Comey also never leaked anything. He released his personal information and opinions, which is perfectly legal. Never once did he discuss anything on the classified level. Ever.
