Yea, 10" is too close for a 600W at any plant age.. (Well, cool-tubed perhaps its ok when mature).. With seedlings I'd start a 400W well more than 2' above, and work down an inch or two a few times/day until it seemed too close..
Good call on ditching the filter.. Seedlings don't stink, and that will help alot until you upgrade the fans..
I like your quoted numbers fine, but some of those roots are baffling me, especially since they were overwatered..
On the hempy bucket btw, you can save alot of money using some vermiculite too.. Perlite really isn't cheap..
As long as they survive, all is good.. Once you get a few nodes you'll have the foliage needed to get them into better shape.. They look waay younger than 15 days though as it stands, I think you stunted them with heat/light, or perhaps the water-logging or both..
General rule of thumb would be to baby your babies.. Let them cry when they want something, don't expect them to perform serious labour as infants just because you gave them more than they needed..
