Maybe you're force flowering. It can take up to two weeks for the plant to even put out preflowers. Did you have preflowers before you switched to 12/12? This is what mine looked like a 2 weeks. I switched when it was sexually mature. Mine is also a 50/50 hybrid like the bubblegum.

Also, are your providing micronutrient supliments while using RO water? not that it would cause a problem in 1 day if you aren't but it is needed.

1000w ballasts are pretty easy to find. If you're in the US you could just use e-bay. Or check your local hydro store.

Well 3x 300w cfl's would cost me about $500 and a 400w hps is $100. But cfl grow lights are ridiculously priced here.
